Got defective bulb from Noble Super Bazaa

I have brought a philips bulb of 40 watt from Noble Super Bazaar, MR Arcade, No:172, New Tippasandra. I did not check the bulb while bringing, neither the sales man. When I come home and test it, it contain 60 watt fused bulb. When I go there for replacement he first told me that at the counter you should get the bulb checked while billing and later they told me that you have changed the bulb.

Can I do anything regarding this?
