Noc charges against Leave & Licence

I have given my flat for L/L after taking permision from the society. society is chargeing me Rs.700/= towards noc against 10% which is permissable as per government notification. i have already submitted zerox copy of government notification where in it is clearly mentioned that society can not charge more then 10% of maintanence charges (excluding municipal taxes and water charges). i am paying my monthly maintance bill regularly after duducting excess amount charged as noc and interest charged against the out standing noc charges. can you guide me in this matter? Also give me the addres of the sub-registrar"s of housing society located in mumbai alongwith the name of the concerned officerwhere i can make complaint regarding this.my society is located at Borivli (west)

also inform me can i get the refund of excess amount charged by my previous society who was charging me the same way in past. (there also i fought on the same ground but i have to surrender my self as i have to sold my flat). Your immdiete reply will be highly appreciated.
