Not Issuing of Form 16 by previous employe

I resigned from Nodai Seeds India Private Limited, 32 Mile Stone, NH-8, Mandeep Estate, Behrampur Road, Gurgaon, Haryana on September 13. I requested to to issue of Form 16 (April -08- September) but the previous employer has refused to issue the same. Now, I need my Form 16 to file my income tax return before June 30. Please advised what to do?
