High Decible Horns/Loudspeaker Menace

Vehicles are unnecessarily blowing high decible horns at odd hours (3 am to 6 am) in LOTUS APARTMENT, NEW PATLIPUTRA COLONY, PATNA.

This needs to be verified as the security guards, Satendar Singh of SSB and Sanchit Rai, posted at the apartment are giving contradictory statements.

The apartment complex is notorius and criminals have been arrested on previous occasions from the complex.
