Subscribe for packet data first

I have opted for SBI Mobile bankibg facility through my bobile set (Nokia2600c). I have BSNL GPRS facility. While using it through-GPRs, it says-subscibe for packet data first. What does it mean? The Service provider (BSNL Customer care center) say we have nothing to do with it. Some time it says incorrect APN setting in phone? What does it mean? My mobile serial No is:352909024073435 My moble No Is: 09448015250 . Kindly guide me.
