Complaint against Committee Members

Books of accounts not given for last 2.5 years

I am resident of Mumbai Sub area, where my society is still not registered. due to forest & builder issues @ 2.5 years back few members made an addoc committee and they formed Chairman, Secretary & Treasurer who are taking addoc charges of 1000/- from each flat irrespective of its flat size [ 1, 2 BHK], the same is deposited in their personal account.

Further more no books of accounts is given till date and we are not aware who has given the money and who have not, when asked they say they don't have time and make acting in the meeting that they do not want this to continue and any one can take the charge.

Neither they are ready to give any accounts of expenditure till date, and the expenses made are also not concerned/ discussed with the members before they could spend.

Some of the members of the society have taken stand now of not giving the charges until the society is formed.

Please guide how do we go about it as we want to dissolve this existing committee Chairman/Secretary and Treasurer and form a new team or outsource it.

Also let us know what legal action can we take to enforce them to give the account.
