Illegal construction & torturing neighbours

Hi,

Anybody listen to this or its simply waste of time & energy... its almost 2 months over my friend posted his complaint here but none action has been taken, so I'm worried how to get rid of this kind of problems if no one is helping innocent people like us. Is this world ment for only Gunda/Raudy people... can anybody help me please... otherwise If nobody listens then I might do something illegal thing... which I don't want.

The problem is:

There is a guy - Nissar Ahamed in Bhagavati Nagar, Khedekar Layout, Behind Sangameshwar Hospital, GULBARGA - 585102, Karnataka, India. He is a gunda in the colony even though he is a retired engineer, he is constructing a house in the colony with breaking coporation laws... the house address is: plot # 16, khedekar layout, Bhagavati nagar, GULBARGA - 585102, Karnataka, India. When his neighbours objected his illegal construction he shouts at them saying he will construct like that & ask them to do whatever they want (in hindi he shouts as: "Javo jo karna hai karroo")... the neighbours (we) are so innocent that they can't do anything so he is showing his power on them... the rediculous thing is that the drainage water from his house will flow infront of his neighbour's gate only... If nobody takes any action against that F****r then damn sure I'll... do that soon or later... GOD is there to give me the strength...
