Leakage from top floor flat

Dear Sir,

I stay in a society in Dahisar - East. I purchased my flat in resale in 2004. Ever since I am facing a leakage problem from my top floor flat. This flat is owned by a doctor who has a nursing home on the ground floor. He has given it on rent for all these years without bothering about its maintenence. Letters to society, requests to the flat owner, readiness to share the repairs etc has not resulted in my problem getting solved. The leakage has spread to my toilet, bathroom, bedroom and kitchen with constant falling of debris and plaster/paint peices. This has reuslted in me and my family posing a health hazard apart from damage to my property.

Please advice me as to how the adamant flat owner can be brought to books as I consider this as a crime committed against me and my family.
