Have not provided Provisional Certificate

This is S A P Kumar Chirla. I have completed M.C.A in NOVA College of Engineering & Technology, Vegavaram, Jangareddigudem Mandal, Andhra Pradesh. I completed my course successfully in 2007 with Roll No:04A01F0006. But till now i have not got my Provisional Certificate. I went to college 4 times and asked about the certificate. They told me that " It will come". I have lot of interest to go for M.Tech and NET. But, Without provisional Certificate how I can apply? Its already 2 years and 6 months wasted. Provisional Certificate will be issued 2 months after course completion. But I have not got that till today. Where can i give complaint on college? Please help me
