NON ISSUANCE OF PAN CARD

I applied for a changed PAN CARD through NSDL and paid the requisite fees. The completed application form along with relevant documents were sent to NSDL, Mumbai on 8.5.08 vide Professional Courier POD No.316031900 dated 8.4.08 and the same has been received by NSDL on 9.4.08. I have the courier ack with me. I also sent a mail to NSDL on this matter and there is no response. When I phone NSDL only recorded voice keeps on repeated that all concerned persons are busy and a recorded voice states how to find the status of PAN CARD. I am a senior cirizen of over 67 age and I am unable to go there and find personally. The ref.no. given by NSDL after receiving the payment is 881020201128992. Their website gives the status as being prepated. How long it will take? My wif'e's PAN CARD was received within 10 days. It is over 2 months ihave not received my changed PAN CARD.
