Running office at the basement

At the basement of House D-642, Chittaranjan Park, New Delhi the some people are running illegal office. This has created nuisance to the nearby. Lot of add people are coming frequently there at the basement. They park their veheciles at the backside. This is creating nuisance to the nearby people. The entry of the office is from the backside of the house. Please help to redress the problem. There is a ruling that nobody can operate their offices from the basement.
