New gas connection

Hi,

I have called up today to ohm shakthi gas agency saidapet to know the procedure for getting new connection. they have't disclosed the procedure, instead they are asking me to follow with the documents..when again called and asked i have the agreement document, they told it cost around 5 thousand, you need to compulsary to buy gas, gas stove and regulator... etc, its compulsary rule... to buy for 5 thousand.. please look into this issue. if so where can i found out those details which regular to a consumer...
