Not issuing gas cylinde

I con. No.165 of the above agency, Code No.4986430. Last taken cylinder on 09/09/09. Ibooked next cylinder on 06/10/09.But they didn't issue it. They replied that When, they come to my home it is locked. But it is adumped lie they r telling to all custumers. They r black marketing cylinders. I asked what is the evidence u come? but no answer. Please take necessary action to issue cylinders timely.
