Legality of the award

I recd an sms on my cell saying i have won the orange draws 2009 of 3 million $ and they mailed to me saying that the award amount has bin deposited in the Natwest bank PLC in an teperorary account. Then the Natwest Bnk maild to us saying you hav to contact the Financial services Authority to release the F.R.O. Now thwe FSA asked us to make the paymnet of 780 British pounds towards administrative charhges to effect the release of F.R.O. Kindly let us know the legality of the same and can I make the payment of the same. Send me your reply as soon as possible.
