Verification of Authenticity or scam

SIR,

I received information through my mobile that my mobile number won 3, 000, 000 US dollars in the orange telecommunication INTL draws in UK. as requested i contacted the Nat West bank in which my award money is temporarily deposited.they asked for my id, award certificate given by the organization and for the fund release order. As per the instructions of the prize administrator, Mr. PHILIP MARKS (Orange INTL Draws, UK) i contacted the financial services authority in England for the fund release order. I have received my award certificate so far. the finance authority said that, Based upon my inability to come over to the U.K in person, i am required to make the payment of the following administrative charges to them before they can issue out the document to me:

Certification Charge: 405 British Pounds

Endorsement Fee: 210 British Pounds

Attestation Fee: 165 British Pounds

If I come to the U.K in person, i shall only be paying the Certification Charge of 405 British Pounds Sterling which is equivalent to $690. If i cannot come in person, i shall be paying a total of 780 British Pounds Sterling equivalent to US$1, 057 (Equivalent to 57, 000 India Rupees INR), being payment for the Certification, Endorsement and Attestation Charges..

All payments can be made through any of the following means;

- Money Gramm[This takes time]

- Bank Wire/Telegraphic Transfer [This takes time]

- Direct Deposit of the required amount into the bank account of our correspondent in India.[Preferable]

kindly let me know urgently whether this is a fraud or not. the finance authority has also sent me a FUND RELEASE APPLICATION FORM and the British international passport copy of Oscar Alex Dwayne (Head of Operations).

Please look into this matter immediately & send the information regarding whether this is a fraud or not as soon as possible.
