Sending scrap & send friend reqest is disable

thia is johnny from hyderabad. how many time do i have 2 complain that i can, t sent scarp, s & send friend request the problem was fixed but now it start again then fix then start again please solve my problem one, s & for all. when i will b able 2 sent scarp, s & send friend request? when i sent scarps &request error show Posting "to this user has been temporarily disabled... plz solve my problam...
