Inconsistent service and slow internet speed

I am having home economy plan which promises to give 256 Kbps speed but i never get half of the rated speed. Repeated complaing too have not restored the problem. The average speed is between 30-50 Kbps which i think not a broadband speed. Also net goes disconnected most of the time.
