Not delivering even if the customer is giving his adress clearly and telling him to call whenv ever he reaches the particular land mark of address

A courier sent by ICICI Credit Card Department with Air Way Bill no 0636679968, I coantacted the near by courier delivery out let Manager Mr. Om Prakash on delhi mobile no 9350843885 and he replied on 17 july 08 that the courier pack is with him and he will deliver it on the same days and failed to delivery on 17 and 18 july 08 also and I am in regular contacyt and told him to call me when ever he reaches to BAWANA and I collect my self and will give him the money for calling me on mobile. On 19 July he replied that the courier was sent back as he is unable to trace my house. But the address is very clear and I told him to call me when ever he reaches Bharat petrolium Bunk in Bawana Chowk. is he unable to trace the petrolium Bunk which is just behind the bus stop of bawana. These people are playing with the customers and not knowing the importance of courier and the documents contained in it. The people should be punished severely. What is the law to bind them and to punish severely for playing with custoemers even if the customer is guiding them further to deliverthe courier.
