Courier Not received

Dear Sir,

My Pan card had been dispached by NSDL on 9th oct by overnite Express Ltd. Courier company, POD no. is 450230103.

I did not Received that courier, when i complain that to the company on 15 oct, they said some anil had been received this courier, but there is no one in the name of anil at my flat. Today on 19 oct i asked about my complain, they are replying that some delivery sheet they require after that they will check who has taken my courier. and they require 2-3 days more. But if they did not find it, i have to apply for reissuing it.

that means another 15 days and reissuing charges to be submit. Who is responsible. will they have to fined about that delay.
