Collecting fees on laptop and internet

Hi,

My brother studying in Oxford Engineering college, Trichy. He got sheet in this college via single window system of Anna university. They are charging fees like anything.

Fees are charging like below.

1. Compulsory you have to take C, and C course even though you known and attended this course already for this fees is Rs. 12000 pa

2. Everybody must buy laptop the price is RS. 45000, and they configuration is very poor.

3. If you laptop outside then you have pay internet charge Rs. 4000 for every year, and they are giving internet for an hour per day but the connection too much slow it would be very less kbps

4. if you say i can buy internet datacard from outside, they are telling if you buy or not you have pay the bill otherwise they won't give hall ticket for writing examinations

Please take this issue as priority manner, lot of people are
