Broadband Speed- not prope

I have avail for internet service of Broadband pacenet Pvt ltd. company, which is delivered in my area by local cable operator, but whenever i pay for certain speed (eg. 65 kbps or 35 kbps), i never get the appropriate speed any time, it takes quite a long time to open any website than the usual one, and often service is either not proper (very slow) or its not at all working due to some reasons. I have feeling that whenever we pay for certain speed, we never get that speed as a whole, its been or shared with other user also (where as in MTNL or BSNL u get full speed for what u have paid for).i want to know is there any act or regulation for these internet service providers on delivering such service. Also in our area one can get internet services (pacenet or Hathway, sify) only through cable operator which why it has become quite monopoly market and people dont have more choice than to stick to their bad service.
