About PAN card kamchors workers

I am trying to reach PAN card guys but they are sitting in a "MACHLI BAZZAR". No one is ready to listen, they have only one thing to say "We are here to provide you information" but They dont have any centralised database.

When i mail to mumbai, they say we have dispatched it to Delhi Office and contact there. When I am trying to contact here in Delhi office, all the 7 numbers are busy.

Interesting point is these numbers are busy in outgoing. So these kamchors government officers solve their personal issues at office by making the office phones busy.

They take our phone numbers but never call us when they dispatch.

There is no transparancy. When you ask who is your manager? they simply say we cant provide.
