Non delivery of Pan by expreesit courie

On 8th nov.2010 Pan was despatched by nsdl to24 expressit courier bill no.2967288715, but it was not delivered till 24-11.we had discussion with expressit courier on 24-11. They told reason of non delivery being person concerned not staying there.
