Non receipt of PAN card

Dear Sir/Madam,

My name is Sudha Rao, an NRI from USA. I had applied for PAN card by filling up a hard copy of form ITS 49A along with all related documents & DD for Rs.717 and sent it to NSDL, Mumbai on 20.10.2008 by registered post (acknowledgement due). Till today, i haven't received any information from NSDL regarding the status of my application. When I try to check the status online, I get a message " no matching data found". I called up NSDL call center 7 was told that I should have applied online and should not have used a hard copy of ITS 49A. No where in their web site, it is written that an NRI has to apply online. The DD that I have sent has also been unpaid as informed by my bankers.

Please help me in getting my PAN card or atleast the DD.
