About ECNR

I have a pasport of my wife. I want to do ECNR. But when i went to ahmedabad passport office they told me that now no need to do ECNR on her passport. Now rules are changed & no need of ECNR stamp on passport.

My question is tha Are they right or wrong?

Do i need ECNR stamp on passport to go abroad?

I want to take my wife with me at Seychelles (U. K .Island). Endorcoment visa is with me and my work permit visa i also have. Pls give me proper answer that i need ECNR stamp on my wife passport or no?
