Rickshaw driver - Rate and conduct

I have taken a rickshaw (Having No GJ1 AV 2195) from Gita Mandir, Ahmedabad to Paldi Chowk, Ahmedabad (Hardly 3 KM). Me and Driver was agreed on the charges as per the meter reading.

So then he took me to the destination and Meter reading was 84 (RED Letters). I asked for the certified rate card but he refused to show the same and asked for Rs 40. I told to show the rate card, but he did not. at the same time he gathered his two rickshaw driver friends and put pressure on me. Its about 1:50 in the afternoon and my 2:00 PM bus of was about to leave so i finally paid him Rs 35.

But it was very embarrassing and disgusting. It is not matter of money, its about the Image of the Ahmedabad City... The City of Honorable Chief minister Shri Narendra Modi.

It is to be taken with very high importance and accordingly action should be taken...
