Developing the property with fraud documents

I Mohammed Shanwaz Khan the residence of Tilak Nagar, Chembur, Mumbai has purchased 2BHK flat from Paradise & Bhoomi Developers in Tilak Nagar itself at year 2005.The onwer of this company is Mr. Javed H. Memon. That time when he sold the property to me was not having CC for seventh floor and he promised that they have paid dues to BMC and it will be issued in next week from date of my purchased. Then later he showed some duplicat papers stating full cc has been issued as per the amended plans. But recently its reveal that still he haven't got his plan and CC approved for 7th flr and even he started illegal construction for C wing. He has taken all dues from me and other 5 members on same floor. Now following up with him daily to provide me the all legal approvals but he denying to meet me. Such a kind of fraud builder he is, developing the property without any legal approvals from BMC or MHADA.
