Money blocked, construction not started

I have booked one villa in Parsvnath city dharuhere (Villa Number B-210) against which i have taken 37 lakhs loan from ING bank now its being more than 11 Months and still the PARSVNATH developers has not started the construction activity. The developers is enjoying my money and not responding to my concerns... please suggest what action can i take against developer.

Suggest to all aho are planning to buy property... please don't opt for down payment plan always choose construction link plan
