Denial of Security Fees

I have given security money to a broking agent of Parwati Sewa Sansthan Gorakhpur to hire a rental flat. But after searching so many places, i didnt find any place suitable for me to live. after 1 month i asked to refund my deposit and finish my registration. Now he is demanding 1/4th fees as labour charges. Already has taken 100 Rs for registration. This is totally unfair.

Please register my complain.
