Delay of passport issue

I (santosh rayikanti) have submitted an application for passport on 9thof august at Osmania Post office and my police verification was over within 15 days. after waiting for a certain period I checked my status online and it is same as before i.e., 'IT IS TO REGRET THAT DUE TO UNAVOIDABLE CIRCUMSTANCES THE DISPATCH OF PASSPORT HAS BEEN DELAYED AND WILL NOW BE DISPATCHED IN A WEEK'S TIME'. Every time I check online status it is showing this message. Please let me know the reason for delay in issue of Passport. My details are furnished below:
