Delay in passport

I had applied for my passport on aug... all documents were submitted, verifications positive... now the status has been the same for over 3 weeks... it states "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time"

first it was comming ur passport will be dispached on 15 dec'2008 and now its comming in my status" It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time "my file number is chd Z183498-08
