Delay in Passport

Hi,
I have applied passport for my kid on 17th January police verification was done. Till now the passport is not yet received.
File No: HYD I000159 09
The online status of passport is "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time "
It has been the same status from last 50 days. I don't what stopping them to dispatch.
