Passport submitted on 21st Jan 09 still not recived even after bribing police

My Ordeal with the Passport dept started on the 21st of Jan I tried to apply for a tatkal passport but was refused one even though i had the follwing documents: PAN Card, Birth Certificate, Bank Passbook, Gas connection and Annexure I. This is after I checked the passport website where it says that these docs are sufficiant, So I dont know why was I not aloowed to get a tatkal. secondly the passport Official on the cunter No 2 of the Regional passport office in kolkata (on the braboun road) on the 21 of Jan behaved with me VERY RUDELY. I eventualy applied for a passport in the normal way but it was a huge harrasment. Now after several months I was called for police verification where i gave a bribe of Rs 500 and I was told police report will be sent imidiately (This happend about 3 weeks ago). Still No police report has reached the passport office nor do i have my passport.

I Being a responsible citizen of this country paying taxes on every penny earned (even showing bank intrest as income which many people dont do) I think I should not be harrased like this. Is this how our country is going to become a world leader. I am Very Dissapointed and Request the Authorities to have a look into my matter.. the Passport file Number is CAL-A005731-09, submitted on 21-Jan-09..
