Police enquiry rejected

Respected sir,

I have applied for passport on 1st April. At that time my police enquiry got rejected.

And after few months i have submitted my personal perticular form again. This time also my police enuiry got rejected

The reason for this is " I was doing my B.Tech final year in Karimnagar district. And i am staying in Sircill (which was 40 km away from karimnagar). I used to do up and down from my home town. So I gave both my communication and permanent address same. I mean i mentioned my home town address.

Now its 2009 I didnt gave any reply to passport office till now. I have mopleted my B.tech on june. Now what procedur i need to follow. Please help me in this.
