Non-Issuance of passport after police verification

This is to bring to your notice that my father who is a Senior Citizen had applied for renewal of passport on 19 may in New Delhi. He has not received his passport till date and even after visiting the passport office twice giving applications to the officer nothing has happened till date. Normal delivery time for passport is 60 days and now it has been 90 days. All of his children are settled out of India & He badly needs his passport to leave the country on an urgent work. But seems no one is coming to our rescue. His file number is A0272039.
