Non receipt of passport

I had applied for passport from RPO Chandigarh vide receipt No CHD Z39101009 dt 18 Mar 09. My husband is a government employee and gets transferred from place in every two to two and half years. hence due to his transffer we shifted from Hisar (Haryana) to Bhopal on 04 Apr 09. During May 09 passport in my respect was issued and returned to RPO Chandigarh undelivered by postal department having myself not found available on address as given in passport application ie P-38 Palace Court Hisar Cantt Haryana. Since I have been approaching the RPO Chandigarh through my representatives and registered letters to Supdt RPO Chandigarh dated 01 Jun 09 and letter dated 04 Aug 09 addressed to Mr Tej Ram Supdy RPO Chandigarh.

Despite above I have not received my passport till date on the following address :-
