Passport not issued

Hello sir,

I have applied for the passport (my passport no is A004900) on 10th Feb till now i have not got my passport every thing is clear but i not able to understand reason for not issuning . since last one month status of my passport is "It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time ". i will be thankfull to you if you could help me in this regard.
