Delay in Passport

Hi,

I have applied for my daughter passport in August. Till time i haven't recieved the passport. Every Week i check the status on internet & it shows a message "Due to some unavoidable circumstances despatched of passport has been delayed, we will despatch with in one week time". From last 3 months site is displaying this message. Please help me on this
