Locked my sim for 15 days

I had taken sim some 20 days before .at the time of activation they had taken 5 days to activate my sim and after some days also they blocked my sim, saying that you had not submitted your form, then i had submitted the form and some 10 days are gone, but still they are not starting my sim, whenever i call them they tell within 1 hour wwe will do, but they are doing nothing.so i request you to take a very harsh action on the hubli-dharwad region aircel distributors and as early as possible start my mobile
