TO OBTAIN A PASSPORT

Sir, I was serving in the Indian Army for the past 19 years, My native is a Village in Thanjavur District, I voluntarily retired from service on 31 May. At the time of my retirement I was serving in Calcutta. After my voluntary retirement, I have shifted my family from my village to Chennai for my childrens studies. In this situation I applied for a passport through an agent. He collected three sets of all my documents to sent for verification to (i) my village (ii) to Calcutta, my last service station (iii) to Chennai, where we are staying. but within few days, He has returned my application unactioned and stating that, I must have been stayed atleast for one year in the latest place, otherwise I can't take the pasport. In this situation, in case any opportunities if I get to go obroad, what can I do. This is the situation of an Indian Army's Ex Soldier, Please advice, How can I get my passport. Thanking you Si
