Complain about not receiving passport

Sir/madam,

I applied for my passport dated 10th july. my police verification had done in month of August. After one month my enqury report had not sent to main head office of passport. I want my passport on time but I don't know about status. I want to take admission in australian university so firstly i will take examination of IELTS but without passport it is not possible. I am helpless and my future is spoiling. Please kindly took action against it.
