Non-Receipt of Passport Application no Z160543

I applied for passport application no Z160543 on 05/March at Passport Counter, Mini Secretariat Gurgaon.

After so many follow ups with Regional Office in Delhi and local office in Gurgaon there is no update available for my above mentioned passport application.

From last couple of months I have been re-submitting the Personal Particular forms again and again on passport officials request but yet again the status is same appearing on the website as "Please send 3 personal particular forms with photo pasted on the box and signed across (half signature on application and half on photo)". Along with this, police verification is also taking place with every instance of depositing personal particular forms.

As a standard process it takes 45 days time to deliver a passport, but its been almost 9 months, there is no accurate information about it. Is it a fare practice. I am really pissed of giving money to all these government officials for every small task they are supposed to do as their duty.

Could you please look into this issue, as its really become urgent for me to get the passport ready.
