Taking more call charge for landline

I am a aircel customer, my number is 9853350813 this operator takes 1.99 rupees/min.while it take 1.50 rupees/min for std calls for both landline & mobile. but its customercare says for localla landline it takes 1 rupee/min so i had compalain many times regarding it but its never takes action.
