STATUS: Application has been transferred to policy section, Please See the PRO

I want to know what is the PRO?

Why is the application transferred to policy section?

I was in kota while applying for passport and now i have moved to chennai for job i need a passport in tatkal what can i do now?

Please somebody revert back with suitable Answer
