Closure of application without any intimation after 2 yrs

Application for issuance of new passport in lieu of damaged one in Tatkal service was submitted on 05/10/06, i.e more than 2 years back. But till date neither the fresh passport has been issued to the undersigned nor any communication has been received from passport office except a CC letter dated 02/03/07 which was addressed to DCP Navi Mumbai. The letter was sent as a Reminder for police Report. On receipt of the letter i had approached the police authorities but no luck.

Complaint for non receipt was lodged on the passport griveance site on 23/10/07 and an email was also sent on the same day to grvthn@nic.in for which till date no reply has been received. Again on 16/01/08 complaint was lodged and this time the mail was sent to rpo.thane@mea.gov.in, grvth@nic.in, grv.jscpv@mea.gov.in, propg@mea.gov.in and to mention that i have not heard a word from any of the above till date (all these mail IDs are available on the website of passport office).

Further to my surprise when i checked the current position of the application again on the site the STATUS is shown as " APPLICATION HAS BEEN CLOSED. PLEASE REAPPLY QUOTING EARLIER FILE NUMBER OR CONTACT PRO".

I just do not understand-

1) Why the authorities had to wait for two long years to close the application if there was any problem?

2) Why no communication was sent to me if any further clarification was required?

3) Why no police report was put up?

4) Why n number of mail IDs are given on the website of Passport office wherein none of them is bothered to reply just a word?

5) Why no letter has been sent to me giving the facts about the closure of the case?

You are requested to please provide me with full information.
