Passport not recd 8 months

I applied for passport on 30/09. Police report not reached for 4-5 months. In mid April I saw on internet enquiry "Furnish attested copies of marriage certificate." Which I submitted in Passport office Jaipur on 21/04/09 and got a receipt.

Now problem is that this status still exists even after more than one and a half month. Whenever I go to enquire about it I am pushed to enquiry counter where the same message as on intenet is repeated. No one (and never) picks up enquiry phone nos. Even Passport office himself does not pick up the phone. When I tried to contact competent authority security staff did not permit me to even enter the office.

In the given circumstancces hos can I know the latest status of my passport application.
