Activate new plan without confirming me

As i mentioned a new pay per second plan has been activated on my Cell no. 9716404731 for which i had never requested from transaction id DLR09110211361000199, after getting contact with respective customer care i had told to re-charge with Rs 46/- for d-activate this plan, but it has not d-activated, then i again contact with customer care and then they told me it is not d-activate in any case. what should i do?
