Unable to to pay phonebill online

I tried to pay online by billchn.bsnl.co.in thru' 1) Axis Bank-the payee's address was BSNL, Maharastra

2) Corporation Bank-Merchant's name was INDIA IDEAS.I tried to cotact Nodal officer/HR and AOTR VII but no response as before (my experiance).

Will someone explain or advice me what to do further.
