Is the company appointment letter genuine or fake

Dear Sir,

I Amit S Bhuptani from cochin. I have received appointment letter from PDVSA. Next step is to apply for visa through Mr. Lawrence Aston and he is asking 450 pounds for visa procurement.

Please let me know is it genuine or fake.
