Pension Payments in UP, Bulandshahr Distt.Treassury
Payment of Pension benifits specifically Gratuity and commutation payment is delayed till 1st pension disbursment

Dear sir,

One of my collegue retred on 31st. May. His PPO has been received on 13-4.

Bulandshahr district treassury is reluctant to pay his Gratuity and commutation payments till the incumbent will be given his first pension on or after 1.7.2009 on the pretext that the computer system will not accept the payment of gratuity and commutatuion payment alone and accepts input pensioners details with the first pension payment only.

Is it justfied? My frind has incured loss of one month's interest on gratuity and commutation benifits and to add further he will have to invest at a lower bank interest rate since the bank interest rates are fragile and are reduced over the full month of June and may fall further by the time the payment will be released by the treassury in first week of July.

Can the responsbility not be fixed on erring treassury officer and the losses be recovered from his pay?
